Rokko Island

In this newsletter we feature property in Rokko Island - a popular place for expatriates especially those with children.

In addition, at the end of this newsletter we list two “zero key money” rental properties.

International schools, foreign groceries, a 5 km green belt jogging course, direct airport buses, an established foreign community, - and there are no hills to contend with, Rokko Island is a popular place for expatriates and families. Since 1988 the town “Koyo-Cho” has grown and there are now about 17,000 people living on the Island. It is spacious and there are plenty of parks and sports grounds.

They used to call Rokko Island an Island [a very long way] off the coast of America. These days the trees are getting more mature, and it feels less and less like a man made island. The river mall, a man made stream going through the town center, is one of most poplar places for children to play on the island in summer.

A number of events, outdoor concerts, seasonal festivals, a weekend flea market and traditional Japanese events entertain the Islanders. There are also a few museums including the fashion museum. Rokko Island is popular place to live for both expatriates and Japanese people and there is quite a high demand for property on the Island.

Expat housing in Kobe

In this newsletter we introduce five ex-pat properties in Kobe. At the bottom of the newsletter we have four “zero key money” rental properties.

Shioya

James Yama, in Shioya, is a historical estate of large homes specifically designed to cater for expatriates in Shioya, Tsurumi west of Kobe.

Shioya is 20 minutes from Sannomiya and 50 minutes from Osaka by train. James Yama offers tranquil and richly landscaped settings of lawns and trees overlooking the sea.

A typical Shioya house comprises a large living room, kitchen and dining area with full range of modern appliances, four bedrooms, and two bathrooms. The master bedroom has an en-suite bathroom. There is also a swimming pool, tennis courts, futsal court, golf practice net and gym.

Kitano

Rental office in a historical building in Kyoryuchi　旧居留地 Sannomiya. Original pre-war western interiors.

The Chartered Building was built in 1938 by architect Jay Hill Morgan (1876~1937) and it started life as the Chartered Bank. Morgan died before completion and this became his posthumous work. It is the only office building he designed that still exists in Japan.

An elevated classical design with an Ionian facade fashionable at the time in the USA, the building is a well know land mark of Kobe.

There is a café bar and a boutique on the ground floor; the upper floors are occupied by a wedding venue and a French restaurant on the top floor.

We are letting two office spaces on the second and third floor. It is in almost original condition and the owner is hoping for a tenant with interest in the period features, such as the original ceramic tiling.

Historic House on the market.

A house of historic interest has come on to the market. It was designed by William Merrell Vories (1880~1964), American educator, architect, missionary and entrepreneur mostly based in Shiga Prefecture.

The plot area is 567.62 m² plus 41.46 m² of private road and it is being sold under the category of “land with an old house” which means the seller is exempt from responsibility from hidden faults and defects in the building. The building is a wooden structure, two storey, with a total floor area 178.29 m². The house is not registered as a historical building, which means new owner can do anything to it, including demolish it.

There are so few of these historic buildings with character left in Kobe, and it would be a terrible loss for Kobe if it were demolished. Unfortunately, large plots like this in good neighborhoods are rare, and there is every likelihood that a developer will buy it and level the site.

Buyers’ Market?

At the end of March, the Japanese Government will publish its list of land values for the whole of Japan. We reported March 2008 results in our October newsletter, and land values between Osaka and Kobe were increasing at a rate of about 15%, and this was at a time that real estate markets around the world were already falling. A lot has happened since March 2008, and it will be interesting to see the survey of March 2009.

As an interim update we have some information about the changes in the value of used apartments in recent months. We find it useful to look at “used” apartments rather than new, because in Japan new apartments often depreciate significantly in the first few years.

For used apartments between 40 and 80 sqm in floor area in Hyogo Prefecture, the value per sqm increased strongly in the last half of 2007 and the first half of 2008, and then began to fall in the second half of 2008. At the end of 2008, values per sqm had fallen 4.6%, compared to an increase of 10% at the end of 2007. Every prefecture in the Kinki Area registered a fall at the end of 2008.

The average asking price for used apartments of this size in Hyogo (not just Kobe) is about 250,000 yen/sqm at the end of 2008.

For international residents who keep money in foreign currency, it might be interesting to look at how the apartment values have changed when measured in another currency. Although the value of Japanese apartments may have fallen in yen terms, the rise of the yen has offset this fall to some extent when measured in other currencies.

We don’t have the numbers to show it yet, but it is seems there is more property on the market for sale, and we are seeing some reductions in prices. We found some fabulous bargains for big used apartments and these are listed on our website (for example 185 sqm for 27,000,000 yen)

Apartments over 100sq m

100m² apartments may not be big in many countries, but this is Japan, and 100m² is considered big for an apartment. For anything larger, most people would prefer a house. Apartments of around 100m² are not that common in Kobe, and there were not many for sale in 2008, so it was a nice surprise to see several on the market for sale at the beginning of the year.

The last time we wrote about 100m² apartments was in the second ffeilden newsletter, back in July 2004. Between then and now there have not been many for sale, but it appears there are several on the market again. Is it a sign of the times?

Land (with old houses) in Kitano-cho.

Everyone in Kobe knows Kitano. Tourists know it too. Famous for its “exotic” western houses, tree-lined narrow lanes and red brick walls, Kitano still retains a historic atmosphere. This in turn has attracted the fashionable and status conscious wedding business, in both old and new settings. To protect the scenery, the area is protected by municipal byelaws.

Kitano-cho remained the address of choice for expatriates until relatively recently, when facilities became available on Rokko Island. There is no substitute for location however, and Kitanocho remains popular with our international customers who want convenient access to Sannomiya.

There are some pieces of land for sale and we listed them below. Actually these are pieces of land with old houses on them – but as is often the case in Japan, all the value is in the land, not the house.

Official land value

At the end of March every year, the Japanese Government publishes a list of land values for the whole of Japan. It is the result of a government survey and the results are published as “Chika Koji Kakaku”.

The value is surveyed on January 1^st. As of January, the land values in Japan were still rising. Among three major cities Tokyo, Osaka, Nagoya the value went up 4.3% in residential and 10.4% in commercial area. The area called “Hanshinkan” (between Osaka and Kobe) showed an increase of 15% in Nishinomiya and Ashiya and 15.9% in Nada-ku. The entrance of Sannomiya Centergai (shopping arcade) is the most expensive location in Hyogo, 3,500,000yen/sq m, a 24.5% increase from last year.

However, according to a more recent report from the government, from April 1^st to July 1^st 2008, (some popular parts of Tokyo aside) land values either leveled off or decreased. In Kobe and Ashiya, the number of transactions dropped, particularly for top-end properties and large properties. Prices started decreasing in Ashiya and leveled off in Okamoto.

It is not clear yet how recent global financial turmoil will affect the Kobe property market. In the market for used apartments, we haven’t seen any impact yet. We have heard that developers of new apartments are offering aggressive incentives – but we don’t deal directly with these and can’t verify it.

What can you buy with 5,000,000 (US$ 43,500)?

I was inspired to write this newsletter by a book I read recently. Sengyo shufu ga nenshu ichi oku no charisma oyasan ni kawaru hoho. (Roughly translated: How a housewife can become a 100 million yen earner). It is about an obasan who, rejected by Hello Work for having no skills, built a business by buying cheap and unusual properties.

From small beginnings, her philosophy was to buy property that was small, quirky, difficult to rent out, and consequently cheap. She discovered, despite the unusual nature of the property, she could usually match it to tenants who had unusual needs.

We specialize in the Kobe area, but for the purpose of this study we decided to look at Osaka too. We searched for properties under 5,000,000 JPY, (US$43,500) available in Osaka and Hyogo Prefectures. We limited our search to houses and apartments with at least 2 bedrooms and over 50sqm. We don’t know for sure, but perhaps most of these are old and some in bad condition.

So what can you get for 5,000,000 JPY, (US$43,500)?

Well, the house with the largest piece of land we found is in Hannan Hakosaku at the southern tip of Osaka, only one hour from Umeda on a Tokkyu Express. A small 50sqm house on 214sqm of land costs 3,600,000 yen.

In Nose in north Osaka, 36 minutes from Umeda by Hankyu Express, we found a 14-years-old 89sqm house on 231sqm of land for 4,800,000 yen. This area is getting popular for organic cafés or atelier, and the area is also known as a gateway to good hiking.

Thirty minutes from Kobe Kitaku, close to Suzurandai, there is an 88.62sqm house on 121sqm of land for 3,000,000 yen, and in Nishinomiya Najio there is a 5,000,000 yen 69sqm house on 120sqm land, half an hour by train time from central Osaka.

When we searched for the biggest apartments for less than 5,000,000 yen, we found 75sqm in Neyagawa, for 4,900,000 yen, only 20 minutes by train from central Osaka. In Hyogo, we found 83sqm apartments in Akashi and Himeji for just 5,000,000 yen. Akashi is only about 15 minutes from Kobe, and 30minutes from Osaka on the JR Shinkaisoku.

Next, we researched how close to the city center we could find something priced at under 5,000,000yen. In Osaka’s Nishinari-ku Tachibana 2-chome, a 39sq m plot of land with a 62.83 sqm house on it is for sale for 4,000,000 yen.

In Hyogo, there is a 61sqm house on a 78sqm plot for 4,300,000 yen in Nagata-ku, Uguisu Cho and in Itami shi, Horiike 3 chome, a 45.8sqm plot with a 57sqm house is for sale for 5,000,000 yen.

In Osaka, the same 75sqm apartment as above in Kunimatsu Cho, Neyagawa 75 sqm also qualifies as being convenient for Osaka, as well as being big for the price. In Takatsukishi Tsukahara 1chome there is a 64.81sqm apartment for 4,900,000 yen.

In Kobe, where we know the market well, up on the hillsides there is a 56.67sqm apartment for 4,500,000 yen in Tsurukabuto 3chome, Nada-ku, and in Sumiyoshiyamate Higashinnada-ku there is 52.75sqm for 5,000,000 yen. In Wakaba cho, Ashiya-shi there is a 60.28sqm apartment for 4,500,000 yen.

Property this cheap is cheap for a reason, and in Kobe the reason is usually a combination of being a “danchi” (a concrete apartment of a certain age and style), and being a bit inconvenient. On the other hand, they are close to nature, have great views and are in good neighbourhoods

Some realtors might turn their nose up at customers looking for such cheap property, but we think it is interesting. If you want to learn more about low priced property in Kobe, Ashiya or Nishinomiya (sorry we don’t cover Osaka), please contact us.

How much per tsubo?

If you follow the mainstream press, you will know new mansions in Tokyo are selling fast. In central Tokyo the average price per tsubo (3.3m²) of brand new mansions is now 2,480,000 yen, and in other areas of Tokyo it is 2,000,000 yen/ tsb. According to Mercury Research (a Tokyo based research company) more than 80% of these mansions were pre-sold. Japan may have joined the global property boom late. Even though prices have only risen for a few years, (after 15 years of falls), some observers are already calling it a bubble.

Prices in Kansai may be rising too, but there is a long lag in the cycle compared to Tokyo. It is worth remembering that land values have only started to increase in the last two years in Kobe.

This month we put together the details of large living spaces in Kobe. Prices per tsubo are much lower in Kobe than in Tokyo, but the quality of life is higher with tree lined streets and views from the hillside. These locations have been popular with the foreign community for long time.

Official Land Values

Finally, after years of falls, land values in Japan are rising. And not just in Tokyo. After 16 years of continuous falls, this survey shows that, as a whole, Japanese land increased in value by 0.1%.

In Kobe last year we reported land value increases in some areas and falls in others, but this time the increases were in many more locations. Values in most of Nada-ku, Higashi Nada-ku, Chuo-ku and Ashiya increased, spreading to hillside areas which didn’t show an increase in the previous year. Chuo-ku went up 13.1% and Ashiya 8.8%.

Among residential areas, high valued locations we saw in the survey were Okamoto 1-chome, now valued 600,000 yen per m², Ashiya Tsukiwaka cho 440,000 yen per m², and Nada-ku Sowa-Cho 360,000 yen per m².

Interestingly, this year value increases spread to the west of Kobe as well as to the hillside of Rokko-Mikage area. However in other wards in Kobe, like Tarumi or Nishi-ku, values are still falling.

What the land survey doesn’t indicate is the value of apartments (mansions). Will the rise in land values translate into increased prices for used apartments? Logic would dictate that rising land prices will push up the prices of both new and existing apartments, but from listening to the views of those around us, there are some people who believe the value of used mansions will never rise.

It is not long ago since we wrote a newsletter about used 100 m² apartments in great locations for under 20m yen, but in a similar search recently there weren’t any.

On a different subject, recently we came across unique properties: grand, with architectural character, for both rent and sale. They are uniquely located or unique in design.

These properties are available and we can arrange viewing.

The Japanese owner is well traveled in Europe, and the house features purpose built, spiral staircase, solid doors, designs on the ceilings and the Japanese rooms. It is a moving season in Kobe. People are moving in and out, and several zero-key money flats are available now. See below in this newsletter.

里家 Satoya Japanese Country Cottage

We got an e-mail out of the blue recently, from a Japanese man who has recently renovated a traditional Japanese farmhouse. He was looking for kindred spirits in appreciation of Japanese country houses and came across our website. (http://www.ffeilden.com/satoya.php).

We went to investigate.

The house’s name is SATOYA. It was built a century ago and it has been a house for a family in a village near Himeji for generations. As with many of these “inaka” country houses, the house was abandoned and left to rot. Mr. Murakami, a country house enthusiast, was searching for his dream retreat, and he came across the falling down house. He bought it, renovated it and the result is magical fusion of traditional Japanese farmhouse with a European interior.

He later told us a newspaper article had sparked his enthusiasm. According to the article, 10,000 traditional Japanese houses are destroyed every year. It took him two years to find the right house.

His passion, flair and attention to detail not only saved this house but gave it a new life. His selection of European furniture and cozy fireplaces makes for a comfortable stay even in winter. The house functions as a country retreat, conference space and art gallery. It is available for rent as a self catering country cottage for weekends and short breaks.

Satoya is about one hour from Kobe by car. There is easy access and there are plenty of attractions nearby. (The temple where The Last Samurai was filmed is nearby.)
